Murty was commissioned by FCDA to provide transaction and procurement advisory/ consultancy services on a major highways scheme aimed to expand and rehabilitate the existing dual 2-lane carriageways of the 39km Expressway to dual 5-lanes.

We developed the procurement strategy within the framework of the Public Procurement Act 2007, structured the project financing arrangements and implemented a fast-track procurement process which included preparing the bidding documents, supporting bid evaluation and selection of the contractor.

We structured an innovative funding mechanism through with 40% from government budgetary provision and 60% from government bonds with repayment of bonds commencing after the 30month completion period.

The construction works are almost complete with most road sections finished and handed over. Expanding the expressway has significantly increased traffic capacity and cut journey times between the city, Kubwa and surrounding towns.
