Murty is the transaction advisor for FCDA’s programme to develop the infrastructure for five districts by PPP. Developing the infrastructure in Mabushi district will contribute to social and economic development and improve the quality of life and environment of residents. The services provided includes structuring the PPP transaction and managing the procurement process to appoint an infrastructure developer for Mabushi District under a design build finance and transfer PPP model.
At project preparation/development phase, Murty undertook a feasibility/viability assessment and produced an outline business case (OBC) which involved deal structuring, value for money assessment, payment mechanism development, risk allocation and shadow bid financial modelling. The OBC case demonstrated that PPP transaction achieves value for money. It was approved by the Infrastructure Concession Regulatory Commission (ICRC), Nigeria’s PPP regulator.
During the project procurement phase, we prepared bid documents, assisted in bid evaluation, prepared the PPP Contract Agreement, supported negotiations with the preferred bidder, and prepared the final business case which demonstrated that the preferred bidder’s proposal post negotiations achieved value for money.
