Murty was commissioned by FCTA / FCDA to develop standard documentation for procurement of works, goods and services to strengthen and improve the procurement and project delivery process within the framework of FCTA/FCDA organizational reforms. The documentation produced was consistent with international and Multilateral Development Banks (MDBs) best practices as well as the National Public Procurement Bill 2005 which was later enacted into Law by the National Assembly.

The service comprised:

  • Preparation and production of suite of procurement and contract documentation for building and engineering infrastructure projects:
    The exercise led to the production of a suite of procurement and contract documents for engineering projects (blue books) [First Edition 2005] and suite of procurement and contract documents for building projects (green books) [First Edition 2005].
  • Capacity building on the new Suite of Procurement and Contract documentation:
    Murty arranged workshops to showcase the documentation and trained 1,000 project and procurement professionals in FCTA/FCDA on the use of the documentation.
