Murty was commissioned by the Bureau of Public Procurement (BPP) to review the procurement, contracting and implementation process which have been followed for a sample of contracts selected from key MDAs, to confirm their consistency with the Public Procurement Act and other Procurement Guidelines issued by the Bureau.

The service comprised of:

  • Review of the procedures, processes and documentation for procurement and contracting in accordance with the Public Procurement Act (2007);
  • Review of the capacity of the concerned MDAs in handling procurement efficiently, comment on quality of procurement and contracting, and identify reasons for delays if any.
  • Assessment of the systems in place for procurement planning, implementation and monitoring and if documentation is maintained as per required standards;
  • Evaluation of the quality, timeliness and reliability of the Bureau’ s reviews for contracts subject to prior review by the Bureau, and checks in ensuring that procurement and contracting were carried out in accordance with the Law;
  • Confirmation by empirical analysis that goods, works and services contracted were supplied / completed according to required specifications and technical standards; and hence value for money based on the price paid.
  • Preparation of an Audit Report identifying improvements in the procurement and contracting process and highlighting where deficiencies, infractions or gross violations of the Law have been observed.
